SOLID WASTE DIRECTOR

Floyd County is looking for a Solid Waste Director.

JOB SUMMARY:

The purpose of this classification is to direct and oversee the operations, programs, and strategic initiatives of the Solid Waste Department, including waste collection, disposal, recycling, and environmental compliance activities. This position is responsible for policy development, budget administration, long-range planning, operational efficiency, community engagement, regulatory compliance, and the delivery of cost-effective and environmentally responsible solid waste services.


ESSENTIAL FUNCTIONS:

  • Directs, plans, and manages all operations of the Solid Waste Department, including waste collection, recycling, disposal, and related services.
  • Supervises, evaluates, and develops departmental staff; establishes work schedules and ensures effective workflow and performance standards.
  • Develops and implements departmental policies, procedures, and long-range operational and capital improvement plans.
  • Prepares, administers, and monitors the department budget; identifies cost savings and revenue enhancement opportunities, including grant funding.
  • Ensures compliance with all applicable federal, state, and local environmental regulations and safety standards.
  • Analyzes operational data and performance metrics to improve efficiency, service delivery, and program effectiveness.
  • Represents the County in meetings with elected officials, regulatory agencies, vendors, community organizations, and the public.
  • Leads public outreach and education efforts related to recycling, waste reduction, and environmental programs.

MINIMUM QUALIFICATIONS:

High school diploma or equivalent, and eight (8) years of progressively responsible experience in solid waste management, public works, environmental services, or a related field, including at least five (5) years in a supervisory or managerial capacity; or any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Must possess and maintain a valid driver’s license.
