HCV Move to Work Specialist

POSITION SUMMARY Performs all case management duties associated with rental assistance for such programs as Section 8 Housing Choice Vouchers ((HCV), Low Income Housing Tax Credit (LIHTC) and other programs or projects owned or managed by the Housing Authority. Accurately maintains a caseload of program participants under HUD Section 8 regulations, other program requirements, and Housing Authority policies. Research and implements Moving to Work guidelines to find innovative ways to utilize federal dollars to create better housing choices for low-income families.  

 

MAJOR DUTIES AND RESPONSIBILITIES 

ï‚· Enters data in computer generating rent, utility allowance and escrow calculations. 

ï‚· Assists applicants and participants needing help in finding a satisfactory unit and with other housing related problems.  ï‚· Provides information about other community resources. 

ï‚· Maintain contact with participants by phone, mail and in person. Assures that participants are fulfilling their responsibility in providing accurate verification and timely submission of other necessary documents. 

ï‚· Performs annual reexaminations as well as computing any interim rent changes.  

ï‚· Assists participants complete and sign all papers related to beginning housing assistance, interims, and annual recertification's, explaining in terms they understand to ensure compliance with program rules.  

ï‚· Processes requests for Portability (both in and out). Completes all work according to established Housing Authority procedures. 

ï‚· Ensures all computer records of all tenants on caseload are accurate and current.  

ï‚· Promptly and accurately maintains all file documentation. 

ï‚· Performs other related essential duties and tasks as assigned 

ï‚· Provides back-up coverage for reception/front desk as needed. 

ï‚· Research and implement Moving to Work program. 

ï‚· Design and implement strategies to utilize federal dollars more efficiently to help residents find employment, become self-sufficient, and increase housing choices for low-income families.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES 

ï‚· Knowledge of rental assistance and affordable housing programs. 

ï‚· Ability to read and understand technical documentation such as federal housing regulations and associated policies and procedures. 

ï‚· Ability to perform and understand basic mathematical calculations such as fractions and percentages. 

ï‚· Proven written and verbal communication and interpersonal skills. 

ï‚· Reasonable knowledge of the community, social and economic resources available to low income and elderly individuals, with particular emphasis on resources as they apply to housing. 

ï‚· Proven skill using computers with emphasis on Microsoft Office. 

ï‚· Ability to learn and follow regulations, policies and procedures of the Housing Authority.  

ï‚· Knowledge of Moving to Work preferred.  

 

EDUCATION AND EXPERIENCE 

ï‚· Graduated from an accredited college or university, preferably with specialization in social sciences, business or housing.  

ï‚· Three years’ experience with low-income, senior, or housing related programs. 

ï‚· Any satisfactory combination of education, training or experience that provides the required knowledge, skills and abilities. 

ï‚· A passing score on a certification examination may be a condition of continued employment in this position. 


 SPECIAL REQUIREMENTS 

ï‚· Ability to be covered under the Authority’s fidelity bond. 

ï‚· Possession of a valid Georgia Driver’s License.
