Position Overview

The City of Cave Spring, Georgia, is seeking an experienced, forward-thinking, and community-oriented professional to serve as City Manager. The City Manager is the chief administrative officer of the City and is responsible for overseeing all municipal operations, implementing policies established by the City Council, and providing strategic leadership to ensure efficient, transparent, and responsive local government.

The successful candidate will demonstrate strong leadership, sound financial management, and the ability to work collaboratively with elected officials, staff, residents, and regional partners to advance the City’s goals.

Key Responsibilities

Serve as chief administrative officer, directing the day-to-day operations of all City departments and services.

Advise the City Council on policy matters, operational issues, and long-range strategic planning.

Prepare, recommend, and administer the annual operating and capital budgets; ensure sound fiscal management and financial sustainability.

Oversee personnel administration, including hiring, supervision, evaluation, and professional development of department heads and key staff.

Implement City ordinances, resolutions, policies, and Council directives in accordance with applicable laws and regulations.

Represent the City in meetings with citizens, community organizations, regional partners, and state and federal agencies.

Support economic development, infrastructure planning, and community revitalization initiatives.

Respond professionally and effectively to citizen concerns, service requests, and community priorities.

Coordinate emergency management activities and ensure continuity of operations when required.

Minimum Qualifications

Bachelor’s degree from an accredited college or university in public administration, business administration, public policy, finance, political science, or a closely related field.

Minimum of five (5) years of progressively responsible senior-level management experience, preferably in municipal or local government.

Demonstrated experience working with elected officials and managing diverse municipal functions.

Strong knowledge of municipal finance, budgeting, personnel management, and local government operations.

Excellent written and verbal communication skills; ability to build consensus and maintain effective working relationships.

High standards of professionalism, integrity, and ethical conduct.

Preferred Qualifications

Master’s degree in Public Administration, Business Administration, or a related field.

Experience in a small or rural municipal environment.

Grant administration and capital improvement planning experience.

ICMA Credentialed Manager designation or ability to obtain.

Work Schedule & Conditions

This position requires attendance at evening meetings, community events, and availability during emergencies or special situations. Some travel may be required for professional development and intergovernmental coordination.
