ASSISTANT UTILITIES DIRECTOR
Floyd County is looking for a Assistant Utilities Director.
JOB SUMMARY:
This position provides leadership, management, and technical oversight for water system operations to ensure safe, reliable, and compliant service delivery. The role is responsible for directing staff, coordinating departmental activities, maintaining regulatory compliance, and supporting strategic and financial planning to meet current and future water utility needs.
ESSENTIAL FUNCTIONS:

- Supervises and manages staff, including hiring, training, performance evaluations, and corrective actions.
- Directs departmental operations and priorities to achieve water system goals and objectives.
- Provides technical guidance and oversight on projects, ensuring effective water system operations.
- Oversees water utility functions including billing, collections, customer service, and field services.
- Ensures regulatory compliance through auditing, reporting, and adherence to environmental laws and standards.
- Develops and implements policies, procedures, and safety programs to support efficient and safe operations.
- Leads strategic planning efforts, including capital improvement projects, long-term system needs, and operational enhancements.
- Manages financial activities, including budgeting, expenditures, and resource allocation.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Civil Engineering, Environmental Science, Public Administration, or a related field, and five (5) years of progressively responsible experience in utilities administration or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver’s license.
