Position Summary


Under the direction of the CFO, the Accounting Manager shall be support for the CFO.  The primary responsibilities of the position will be as team leader of Finance Department staff in the daily operations of the A/R and A/P functions, and the collection, analysis, and processing of data, posting of transactions, and all reporting responsibilities for Tax Credit properties, RAD projects, and Non-Profit entities.  The Accounting Manager should have a thorough knowledge of all Authority policies and procedures as they relate to the Finance Department.


Major Duties and Responsibilities

 

  • Be a leader of significant systems, people and resources necessary to accomplish the mission and goals of the Authority.
  • Prepare projections of proposed projects, Non-Profit, Tax Credits, RAD programs to determine their feasibility including funding sources.
  • Preparing monthly financial reports.
  • Reconcile of Developer’s records to Non-Profit’s books.
  • Assist in preparing the budgets for Non-Profit agencies, Tax Credit projects, & RAD projects.
  • Monitor the progress of programs and funding sources and provide reports of such progress to the CFO.
  • Analyze general ledger accounts to ensure their accuracy.
  • Record the activities of Non-Profit organization. This will include accounts receivable, the recording of receipts, preparation of reports for filing with Federal and State agencies.
  • Gain knowledge of the activities, objectives and responsibilities of the other positions within the Finance Department to fill in as needed.
  • Auditing & verifying documents.
  • Fixed asset processing and reporting
  • Prepare monthly journal entries.
  • Conduct studies and analyses related to accounting systems and procedures; prepare financial statements, reports and recommendations.
  • Reconcile monthly bank accounts.
  • Prepare month-end and year-end closing of the accounting records.
  • Assist in the year-end audit process.
  • Maintain and audit major account records on a continuing basis.
  • Research & reconcile all discrepancies on statements, accounts, ledgers, encumbrances and budgetary accounts.
  • Perform or assist with calculations for grant draws.
  • Perform related duties as assigned.

Required Knowledge, Skills and Abilities

 

Knowledge of:

Rental assistance and affordable housing programs.

Methods and practices related to public accounting.

Legislations and regulations related to public accounting activities.

Data processing systems and spreadsheet programs including Excel.

Record keeping and reporting procedures.

Ability to:

Read and understand technical documentation such as federal housing regulations and associated policies and procedures.

Perform and understand basic mathematical calculations such as fractions and percentages.

Communicate clearly and concisely, both orally and in writing.

Learn and follow regulations, policies and procedures of the Housing Authority.

Establish and maintain cooperative relationships with those contacted in the course of work.


 

Education, Training and/or Experience 


Graduate from an accredited college or university, with a bachelor’s degree specializing in finance, accounting, business or housing.

Two years of full-time professional accounting or auditing experience.

Active CPA preferred.

Experience in accounting for non-profits, tax credit or public housing is a plus.


Special Requirements


Possession of a valid Georgia Driver’s License.
