HCV Coordinator
Position Summary
This highly responsible administrative position involves managing Section 8 housing programs as passed on by the Director of Housing from policy. Specific management tasks assigned by the Executive Director.
The employee is charged with the responsibility for managing all Section 8 housing programs through the Executive Director. All work is performed under the direct supervision of the Director of Housing and within broad policy guidelines and statements established by Northwest Georgia Housing Authority (NWGHA) and HUD. This position is reviewed primarily through evaluation of results obtained.
Major Duties and Responsibilities

- Manage Section 8 housing programs.
- Perform resident management duties that include application collection, verification of applicant information, HQS inspections, supervision of move-in process, resident re-examinations and other related duties as required.
- Complete information and paperwork for the leasing of units to residents, ensures that correct signatures are obtained.
- Compute rent based on resident income and deductions.
- Complete appropriate forms for new residents as well as annual re-certifications.
- Maintain computerized applicant files, resident files, rent roll information, central billing information, accounts receivable ledgers, and other files as necessary to maintain the desired level of automation. Set up certificate file, HAP file, and HAP Register.
- Review Federal Register and Code of Federal Regulations to ensure compliance and to comment on application of proposed regulations.
- Prepare HUD reports.
- Attend professional meetings and training sessions to keep abreast of professional developments in the Section 8 field.
- Assist the Executive Director by performing special assignments.
- Performs other duties as assigned by the Executive Director.
Required Knowledge, Abilities and Skills
- Thorough knowledge of the Section 8 housing programs, housing programs and resources in general.
- Working knowledge of federal laws and regulations pertaining to Section 8.
- Thorough knowledge of the policies and regulations of NWGHA as established by the Board of Commissioners or as set forth by HUD regulations.
- Thorough knowledge of administrative practices and procedures.
- Working knowledge of principles of planning and budgeting.
- Ability to effectively initiate work projects and work independently.
- Ability to solve problems involving a moderate degree of complexity and consequence.
- Ability to accept responsibility and authority.
- Thorough ability to express ideas concepts, and statistics in writing reports, agendas contracts, memos letters and public relations mediums.
- Thorough ability to communicate effectively with groups and individuals.
- Ability to prepare clear and concise reports.
Minimum Education, Training and/or Experience
- A Bachelor's degree is required with specialization in business, accounting, computers, or related field; or equivalent combination of training and experience in Section 8.
Special Requirements
- Possession of a valid driver's license.
- Ability to be bonded.
- Sufficient training in the Section 8 Housing field.
- Ability to be insured under the Authority's vehicle policy.
- Sufficient degree of mobility to allow for frequent movement from unit to unit.
- Ability to obtain certification in Section 8 Occupancy & Eligibility and Section 8 Rent Calculation within 12 months.
- $25.00 per hour.
